The European Disability Forum has consistently called for an EU-model disability card which would facilitate the mobility of persons with disabilities within the European Union.
Since the setting up of the European Commission’s Project Working Group on the disability card in 2013, the Commission for the Rights of Persons with Disability (CRPD) has been actively participating in the meetings and exploring the possibility of having the EU Disability Card introduced in Malta. As a result of the groundwork carried out, CRPD submitted its project proposal, ‘EU Disability Card in Malta’ which was selected for funding by the Rights, Equality and Citizenship Programme of the European Union.
Apart from Malta, the EU Disability Card is also being introduced in another seven European Union member states. These are Belgium, Cyprus, Estonia, Finland, Italy, Slovenia and Romania. Each Member State has the discretion to decide who is eligible to receive the EU Disability Card, using the national definition of disability, and to determine the issuing procedure.
EU Disability Card holders will be able to use their card in any of the eight participating countries. Benefits in each of the participant countries are different. So people having an EU disability card issued by CRPD will be able to access the benefits specifically provided for EU Disability Card holders within the participating country being visited, including in Malta.
Likewise, EU Disability Card holders from any of the 7 participating countries can access the specific benefits provided for EU Disability Card holders when visiting Malta.
As requested in Call for proposals to support national projects on a mutually recognised European Disability Card and associated benefits 2015 (VP/2015/012), the following areas were targeted: culture, leisure, transport and sports.
Each of the participating Member States determines the package of benefits offered to EU Disability Card holders travelling to the country.
